Who decided that "sin" would physically manifest as harelequin babies,babies with fused legs,and siamese twins?

Who said that is why they are born that way? Why do people like you always ask questions about God not having control over something. Then ask why he didn't change it. Things happen. There's nothing in the bible that says this world is perfect.
