Was Hephaestus out of order to trap his own mother Hera in that chair?

Hera is his mother no matter what, so trapping her in a chair was over the top and he only let her out as Dionysus got him drunk and kidnapped him, so I bet Zeus and everyone had their weapons on him so he had no choice!
