Can a contractor place a lien on your property without a signed contract?

A contractor rented a condo from a friend of mine. He said he would paint the place & do a few things if she paid for the materials, no labor costs. Now he is unwilling/able to provide originals of the receipts or even substantiate the expenses. He is threatening liens on the property if his bogus & incomplete bill isn't paid.
